Commonwealth Government’s BuyICT panel open for submissions
The Commonwealth Government of Australia’s Digital Marketplace Panel 2 (DMP2) is now open to applications from new sellers or those who have missed out earlier this year [2024].

The BuyICT panel comprises two sub-panels:
DMP2 - ICT Labour Hire
DMP2 - Professional and Consulting Services
DMP2 - ICT Labour Hire
As is states, DMP2 - ICT Labour Hire relates to the hire of short-term lanbour required by the Commonwealth Government of IT related projects.
DMP2 - Professional and Consulting Services
DMP2 - Professional and Consulting Services - is the sub-panel the Commonwealth Government sources technical subject matter experts in the following 16 areas:
Application, software engineering and development services: Under this category, sellers develop and maintain digital and ICT systems. Systems could include; secure applications, software systems and web-based solutions. This category encompasses everything from bug fixes and maintenance to whole-of-system development and deployment.
Architecture services: Under this category, sellers lay the architectural foundation of digital solutions. Work under this category could include; designing the overall structure of a system, establishing or implementing a framework, and implementing a new system architecture.
Business, systems and process analysis services: Under this category, sellers design, analyse, and deliver efficient, effective and productive digital processes. These digital processes should be fit-for-purpose, data-driven and improve business practices.
Content and publishing services: Under this category, sellers plan, create, manage, share and optimise digital content. Content should be accessible, engaging and enhance the user experience. This category could include information architecture design, content design, content strategy and content management frameworks.
Cybersecurity services: Under this category, sellers design and implement cybersecurity practices, strategies, and technologies. These services will protect government systems from internal and external threats and adhere to security standards and compliance requirements.
Data analytics and business intelligence services: Under this category, sellers collect, synthesise, and analyse data. This data will be used to inform business decisions across government, and could include financial, market, statistical, geographical and geospatial data.
Digital sourcing, procurement and contract management services: Under this category, sellers provide knowledge, skills and experience in digital and ICT sourcing processes. Sourcing could encompass the end-to-end acquisition process, from needs identification to contract management.
Market research and advisory services: Under this category, sellers provide market insights, strategic advice, and data-driven recommendations. These services should be well-informed, timely and will be used to inform decision-making and communication practices.
Marketing, advertising communications and engagement services: Under this category, sellers will deliver digital and ICT marketing and advertising services. The category covers design, management, distribution and optimisation. These services should foster relationships, increase engagement and increase presence and recognition in the market.
Program, project and change management services: Under this category, sellers provide change management services to organisations. Sellers will coordinate, plan, design and deliver change management activities. This includes communications and stakeholder engagement.
Risk management, benchmarking and audit services: Under this category, sellers will manage issues and opportunities related to digital operations. Sellers will need to assess performance and find areas for improvement. They will need to make sure operations comply with regulations, industry standards and best practices.
Solutions implementation services: Under this category, sellers will be responsible for end-to-end solution, and system, implementation, integration and improvement. This category encompasses holistic solution implementation, including both technical and non-technical elements.
Strategy, policy and governance services: Under this category, sellers will deliver strategy, policy and governance services. Sellers will design organisational policies and technology strategies. They will plan digital initiatives and develop planning documentation. They will also develop guidelines and rules for digital operations. The services provided under this category will support organisations to allow effective decision-making.
Support and operations services: Under this category, sellers will deliver technical support and operations services. These services involve maintaining an organisation's digital services, ICT infrastructure and systems. In doing so, users should ensure availability, reliability and performance.
Training, learning and development services: Under this category, sellers will deliver digital and ICT related training, learning and development services. These services will improve digital literacy and leadership. They will also support skills development and capability across organisations. The services will use technology solutions, following industry standards and best practices. They aim to increase knowledge and drive productivity and efficiency.
User research and design services: Under this category, sellers will perform research to understand user needs and behaviours. The research may be exploratory, generative or evaluative. Sellers will use the research to design user-friendly products and services.
What happens if we are not on the BuyICT panel?
If you provide any of the above services and are not on the BuyICT panel, then your ability to provide these services to Commonwealth Government agencies and departments will be seriously diminished as this is the primary panel Commonwealth Government sources these types of services. Tenders that are issued under this panel are “invitation only” to those appointed to the relevant area.
