ACT Government: Whole of Government Professional Advisory Services Arrangement

On Christmas Eve (24 December 2024) The Australian Capital Territory Government (ACT) issued an Advance Tender Notification (ATN) in relation to its ‘Whole of Government Professional Advisory Services Arrangement’.

Commencing in 2025, Procurement ACT will commence a staged approach to market to establish a new “Professional Advisory Services” arrangement, with categories being progressively released to market throughout 2025 and 2026.

While there is no clear definition of what constitutes “Professional Advisory Services” at this time, what is known is this new arrangement will replace the current ‘Professional and Consulting Services Panel’. That panel currently consists of 61 approved suppliers of the following services:

  • Actuarial services

  • Economic services

  • Finance and accounting services

  • General consulting services

  • Human resource services

  • Policy services

  • Risk and audit services

  • Strategic business advice

Over the initial 5 year term (November 2019 to 30 November 2024) of this panel contract, the value of the panel was stated as being A$140,000,000 (One Hundred and Forty Million Australian Dollars).

The ATN does state however that the ACT Government is looking to “improve our current service offerings and ensure that they continue to meet the evolving needs of our stakeholders”. Whether this means an extension of the services under the panel obviously remains to be seen.

Nonetheless, this procurement process will provide a significant opportunity to work with the ACT Government going forward.

What happens if we are not on the current panel?

The ATN states that if you are not on the current panel and provide the services being sought, you are strongly recommended to submit a proposal when the official RFT is published during 2025-2026.
